With plastic, you need to use an adhesion promoter and enamel. You can get the adhesion promoter and paint at your local automotive painters supply.

I've used it on t-shirts ... I'm not sure if it'll stick to plastic though.
It might slip off meaning you might have to do quite a bit of layering.
